    Summary

    The Edward Byrne Memorial Justice Assistance Grant (JAG) Program allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system.


    JAG funds may be used for state and local initiatives, technical assistance, strategic planning, research and evaluation, data collection, training, personnel, and criminal justice information systems that will improve such areas as:

    • Law Enforcement Programs
    • Prosecution and Court Programs
    • Prevention and Education Programs
    • Corrections and Community Corrections Programs
    • Drug treatment and Enforcement Programs
    • Planning, Evaluation, and Technology Improvement Programs
    • Crime Victim and Witness Programs (other than compensation)
    • Mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams
    • Implementation of state crisis intervention court proceedings and related programs or initiatives, including but not limited to - mental health courts, drug courts, veterans courts, and extreme risk protection order programs.

    Priority areas for 2023:

    • Corrections and community corrections programs in Nebraska that address the behavioral health needs of adults involved in those systems will be increased by adding 1 program.
    • Crisis intervention teams or services for people with behavioral health that come into contact with law enforcement in Nebraska will be increased by the development or enhancement of 3 programs to be located within law enforcement agencies in Nebraska.
    • Drug task forces in Nebraska will be increased by funding at least 3 task forces that are either new or enhancing their efforts in the SFY 2024 grant award process.
    • Fund at least one initiative that provides mental health/behavioral health trainings (in person and/or online) designed to educate law enforcement personnel on appropriate referrals and course of action.
    • Victim witness programs in rural Nebraska will be increased by utilizing JAG funds to add 2 new programs in rural Nebraska.

    Additional Information

    JAG funds shall not be used directly for security enhancements or equipment to nongovernmental entities that are not engaged in criminal justice or public safety. In addition, JAG funds shall not be used for vehicles (excluding police cruisers), vessels (excluding police boats), or aircraft (excluding police helicopters), luxury items, real estate, or construction projects.

  • Eligibility Details

    Eligible applicants are Nebraska state agencies, local governments, Indian tribal governments, and private, non-profit, community-based or faith-based organizations. Community-based organization projects must qualify as (1) A criminal justice project that would benefit the entire state; (2) A criminal justice project that will benefit a local jurisdiction; or (3) A private non-profit that is in partnership with a local law enforcement agency to provide criminal justice services to designated units of local government.

    Deadline Details

    Applications were to be submitted by March 15, 2023. A similar deadline is anticipated annually.

    Award Details

    Up to $1,610,000  is available in 2023. Individual award amounts vary. Cost sharing/matching is not required, but is encouraged for sustainability purposes. Project periods will extend up to 24-months, beginning July 1, 2023.
