    Summary

    The purpose of the Tribal Court Improvement Program (TCIP) is to improve the handling of child welfare cases by tribal courts.

    The goals of this program are to increase and enhance the engagement of the entire family in court proceedings related to child welfare, family preservation, family reunification, guardianship, and adoption.

    Funds for the TCIP may be used to:

    • Conduct assessments of how tribal courts, including courts for tribal consortia, handle child welfare proceedings;
    • Ensure children's safety, permanence, and well-being needs are met in a timely and complete manner;
    • Provide training of judges, attorneys, and legal personnel in child welfare cases; and
    • Make improvements based on those assessments

    Additional Information

    Funds may not be used for:

    • Hiring judges or attorneys;
    • Filling vacant court personnel positions; or
    • Otherwise supplanting funding for tribal government positions

  • Eligibility Details

    Eligible applicants are the highest courts of Indian tribes or tribal consortia that:

    • Are operating an approved title IV-E program in accordance with section 479B of the Act (42 U.S.C. § 679c);
    • Plan to operate a title IV-E program and have received a Tribal Title IV-E Plan Development Grant, as authorized by section 476 of the Act (42 U.S.C. § 476); or
    • Have a court responsible for proceedings related to foster care or adoption

    Deadline Details

    Applications must be submitted electronically via Grants.gov by 11:59 PM Eastern Standard Time (EST) on April 20, 2015.

    Award Details

    Approximately $1,000,000 is anticipated to be available in total funding for FY15. 10 awards are expected to be made. Awards will range between $50,000 and $150,000. Awards will last for 36 months, with three 12-month budget periods. Cost sharing/matching is not required.
