    Summary

    The primary purpose of VOCA grants is to provide funding for direct services to crime victims throughout Indiana. Services are defined as efforts that respond to the emotional and physical needs of crime victims; assist primary and secondary victims of crime to stabilize their lives after victimization; assist victims to understand and participate in the criminal justice system; and provide victims of crime with a measure of safety and security.

    The goal of the Victim of Crime Act Program (VOCA) is to support and aid victims of crime as they move through the criminal justice system, to provide them with the assistance and services necessary to speed their recovery from a criminal act, to assist any person in Indiana who has suffered, directly or indirectly, a physical, emotional, or personal loss as a result of a criminal act, and to coordinate with other community agencies to ensure continuity of support for victims. 

    Below are examples of performance measures that will be reported on at the end of each quarter by awarded project.

    • Number of victim served by age and gender
    • Number of victims served by type of victimization
    • Identify the number of referrals made to the following: Domestic Violence Shelter; Counseling/Crisis Center; Mental Health Facility; Hospital/Sexual Assault Center; Law Enforcement; Prosecutor
    • Identify the number of protective orders/no contact orders filed
    • Identify the number of safety plan developed
    • Indicate the percent of safety plans known to be used by victims
    • Indicate the percentage of victims indicating satisfaction with funded services
    • Number of CASA volunteers recruited
    • Indicate the percentage of CASA volunteers retained
    • Indicate the percentage of clients who report improved knowledge of community resources
    • Indicate the percentage of clients who report improved knowledge of safety planning

    Note: This is not an all-inclusive list. Projects that are awarded VOCA funds will receive the final list of performance measures at a later date.

    Ineligible activities and cost items include, but are not limited to the following:
    • Research Projects
    • Lobbying
    • Fundraising
    • Purchase of Real Estate
    • Construction
    • Entertainment Costs
    • Physical Modifications to buildings, including minor renovations (such as painting or carpeting)
    • Substance Abuse counseling for victims
    • Calculation and reimbursement for mileage, per diem, and lodging cannot exceed state rates. Check with the Indiana Department of Administration at in.gov/idoa
    • Fuel
    • Vehicle Purchase
    • Raises or Bonuses

    Eligible applicants for this program include:
    • Public entities (including political subdivisions including state, county, and municipal agencies)
    • Nonprofit, non-governmental organizations.

    Please note that all applicant agencies who receive current funding from ICJI must be current on all reports related to such funding. Delinquent reports will disqualify an Applicant Agency from consideration for funding through any grant program through ICJI.

    Deadline Details

    Applications must be submitted via Egrants at egrants.cji.in.gov on or before 11:59 P.M.  Eastern Standard Time (EST) on October 27, 2014.

    Applicants are strongly encouraged to submit applications 72 hours prior to the deadline.

    Applicants must be registered in Egrants in order to access the electronic application.

    Award Details

    A total of approximately $6,000,000 is available for this program. There is a 20% federal match requirement imposed on grant funds under this program.
