    Summary

    The fiscal year (FY) 2024 Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. Fully capable emergency operations facilities at the state and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure coordination and unity of effort among multiple emergency management organizations and across multiple jurisdictions during major disasters or emergencies caused by any hazard. 


    The FY 2024 EOC Grant Program will provide funding for equipping, upgrading, or constructing the EOC projects. Per the National Fire Protection Association, an EOC is defined as a facility or capability from which direction and control is exercised in an emergency. This type of center or capability is designated to ensure that the capacity exists for leadership to direct and control operations from a centralized facility or capability in the event of an emergency.” Construction,” as defined in this program, refers to building a new facility or any changes to the footprint of an existing facility, while upgrading” refers only to internal improvements to an existing facility.

    Additional Information

    Effective August 13, 2020, FEMA recipients and subrecipients may not use any FEMA funds under open or new awards to:

    • Procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system;
    • Enter into, extend, or renew a contract to procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system; or
    • Enter into, extend, or renew contracts with entities that use covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

    Only State Administrative Agencies (SAAs) (on behalf of state and local units of government) and Federally Recognized Tribes with identified projects, found here: https://www.fema.gov/sites/default/files/documents/fema_eocgp_fy24-nofo_appendix-a.pdf are eligible to apply. 

    Deadline Details

    Applications were to be submitted in the FEMA GO system by June 7, 2024, 11:59 PM.


    Funding is provided through the Consolidated Appropriations Act, 2024.

    Prior to the federal budget being developed and passed, public sector agencies and nonprofits request funding from Congressional representatives. Members of Congress can submit up to 15 of these requests to the Appropriations Committee. The Appropriation Subcommittees then select a portion of these requests to include in the federal budget. Once the budget has been passed, the 26 Federal grantmaking agencies distribute the funding as grants attached to specific programs. Grants.gov announcements are posted for recipients to submit SF-424 forms and other critical application materials. Once these forms are completed, the recipients contract with the Federal government just like other grant winners.


    All Members of Congress were to submit their proposed community projects by May 2, 2025 for consideration in the Fiscal Year 2026 budget.


    ***Due to the continuing resolution (CR) of March 14, 2025, which is largely an extension of FY2024 funding levels, funds for earmarked projects were removed. At this time, funds for those projects may be reinstated in the FY2026 federal budget, due by September 30, 2025. Applicants are encouraged to contact their congressional representative.

    Award Details

    Total funding for FY24 is $103,189,080. Award amounts vary. Project periods are up to 36 months, beginning on August 1, 2024. A cost share of 25% is required.
