    Summary

    The Grants to Enhance Culturally Specific Services for Victims of Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program (CSSP), renamed Grants to Enhance Community-based Services for Survivors of Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program in FY2025, supports the maintenance and replication of domestic violence, dating violence, sexual assault, and stalking services in community-based programs that offer culturally specific services and other resources; and the development of innovative community-based programming that improves access to services and resources for victims who face obstacles to using traditional services.


    In FY2025, funds under the Culturally Specific Services Program may be used for the following purposes:

    • working with state and local governments and social service agencies to develop and enhance effective strategies to provide culturally specific services to victims of domestic violence, dating violence, sexual assault, and stalking.
    • increasing communities' capacity to provide culturally specific resources and support for victims of domestic violence, dating violence, sexual assault, and stalking crimes and their families.
    • strengthening criminal justice interventions, by providing training for law enforcement, prosecution, courts, probation, and correctional facilities on culturally specific responses to domestic violence, dating violence, sexual assault, and stalking.
    • enhancing traditional services to victims of domestic violence, dating violence, sexual assault, and stalking through the leadership of culturally specific programs offering services to victims of domestic violence, dating violence, sexual assault, and stalking.
    • working in cooperation with the community to develop education and prevention strategies highlighting culturally specific issues and resources regarding victims of domestic violence, dating violence, sexual assault, and stalking.
    • providing culturally specific programs for children exposed to domestic violence, dating violence, sexual assault, and stalking.
    • providing culturally specific resources and services that address the safety, economic, housing, and workplace needs of victims of domestic violence, dating violence, sexual assault, or stalking, including emergency assistance.
    • examining the dynamics of culture and its impact on victimization and healing.

    In FY2025, priority consideration will be given to:

    1. Measures to combat human trafficking and transnational crime, particularly crimes linked to illegal immigration and cartel operations, that support safety and justice for trafficking victims who have also suffered domestic violence, sexual assault, dating violence, and/or stalking; and
    2. Projects to provide victim services, especially housing, and improve law enforcement response in rural and remote areas, Tribal nations, and small towns that often lack resources to effectively combat domestic violence and sexual assault.

    Additional Information

    The activities listed below are out of the program scope and will not be funded:

      • Research projects
      • Promoting or facilitating the violation of federal immigration law.
      • Inculcating or promoting gender ideology
      • Promoting or facilitating discriminatory programs or ideology. This prohibition is not intended to interfere with any of OVW's statutory obligations, such as funding for HBCUs, culturally specific services, and disability programs.
      • Activities that frame domestic violence or sexual assault as systemic social justice issues rather than criminal offenses (e.g., prioritizing criminal justice reform or social justice theories over victim safety and offender accountability).
      • Generic community engagement or economic development without a clear link to violence prevention, victim safety, or offender accountability.
      • Programs that discourage collaboration with law enforcement or oppose or limit the role of police, prosecutors, or immigration enforcement in addressing violence against women.
      • Awareness campaigns or media that do not lead to tangible improvements in prevention, victim safety, or offender accountability.
      • Excessive funding for consulting fees, training, administrative costs, or other expenses not related to measurable violence prevention, victim support, and offender accountability.
      • Family violence. Grant funds may not be used to directly address child abuse or other family violence issues such as violence perpetrated by a child against a parent, parent against a child, or violence perpetrated by a sibling against another sibling. These limitations do not apply to activities addressing sexual violence.
      • Services for children. Services can only be offered to children under age 11 who have been exposed to domestic violence, dating violence, sexual assault or stalking if those services are provided in conjunction with serving the child's parent or guardian. Otherwise, programs may not provide services to children under the age of 11 as primary victims.
      • Certain legal services. Grant funds may not be used for criminal defense of victims charged with crimes. However, representation in post-conviction relief proceedings with respect to the conviction of a victim relating to or arising from domestic violence, dating violence, sexual assault, stalking, or sex trafficking is permissible. Additionally, representation in tort cases is not permitted with grant funds.

    Further, funds may not be used for Lobbying; Fundraising; Purchase of real property; Physical modifications to buildings, including minor renovations (such as painting or carpeting); Construction; or Personal Food & Beverage Costs.

  • Eligibility Details

    Eligible applicants include Community-based organizations whose primary purpose is providing culturally specific services to victims of domestic violence, dating violence, sexual assault, and stalking; or who can partner with a program having demonstrated expertise in serving victims of domestic violence, dating violence, sexual assault, and stalking.

    Deadline Details

    Applicants are strongly encouraged to submit a non-binding Letter of Intent to [email protected] by July 15, 2025. Applications must be submitted on Grants.gov AND JustGrants. The grants.gov deadline is August 1, 2025, 11:59 PM ET. The application deadline for JustGrants is August 5, 2025, 8:59 PM ET. Similar deadlines are anticipated annually.

    Award Details

    Approximately $22,500,000 is available for an anticipated 50 awards. Individual projects typically range from $400,000 to $475,000 each. Project periods will extend up to 36-months, starting October 1, 2025. Cost sharing/matching is not required.
