    Summary

    Established by the Violence Against Women Act of 1994, the STOP Violence Against Women Act (VAWA) Program seeks to develop and implement law enforcement and prosecution strategies to effectively decrease violent crimes against women. These grants also help to develop and enhance services provided to the victims of violent crimes.


    In South Dakota, the South Dakota Department of Social Services (DSS) responsible for coordinating VAWA funds with local agencies. Funds through VAWA provide systematic and sustained focus on permanent systems change within the South Dakota criminal justice system, while simultaneously developing a comprehensive network of domestic violence and sexual assault victim service advocates and programs throughout South Dakota communities. 


    In FY2026, STOP VAWA has been combined with other programs into one consolidated Victims' Service Program. The purpose of the program is to provide funding to organizations that offer shelter, advocacy, crisis counseling, and other victims' services to sexual assault, domestic violence, stalking, human trafficking, and other violent crime victims.

     

    Allowable costs categories include: personnel, operating expenses, community education expenses, emergency services, furniture and equipment, travel, training, repairs/renovations, telephone expenses, and other expenses that do not fit in above categories.

     

    History of Funding

    The FY 2023 allocation to the state of South Dakota was $916,868.

    Approximately $878,267 was available in FY2024. 

    Approximately $1,046,309 is available in FY2025.

    *Prior to FY2026, above amounts are for STOP VAWA funding only.

    Additional Information

    Agencies and activities are NOT ELIGIBLE for funds if they:

    • Focus primarily on lobbying or raising public awareness
    • Primarily crime prevention agencies, organizations, or programs.
    • Programs in which victims of crime are not the sole or primary beneficiaries (e.g., witness management or witness notification programs).
    • Are federal agencies, including U.S. Attorney's Offices.
    • In-patient treatment facilities designed to provide treatment to individuals with drug, alcohol, and/or mental health-related conditions.

  • Eligibility Details

    Eligible applicants include South Dakota County governments, Nonprofits having a 501(c)(3) status with the IRS, Faith-based and neighborhood programs, Native American tribal governments (Federally recognized), Local/City/State Governmental Victim Services Programs, and Native American tribal organizations (other than Federally recognized tribal governments).

    Deadline Details

    Applications were to be submitted by April 25, 2025. A similar deadline is anticipated annually. 

    Award Details

    Approximately $5,018,425 in combined funding is available in FY2026. 

    • VOCA - $2,807,225. 20% match is required.
    • FVPSA - $854,270. 20% match is required. Tribes are exempt from the match requirement.
    • STOP VAWA - $643,897. 25% match is required. Tribes and nonprofits are exempt from the match requirement.
    • SASP - $488,033. There is no match requirement.

    Individual award amounts vary. Period of performance begins on July 1.
