    Summary

    This funding is offered through the Office of Early Childhood Out of School Learning (OECOSL). The grant is a state-funded School-Age Child Care Project Fund that is available to public school corporations and non profit organizations. The purpose of this fund is to increase the availability and affordability of high-quality school-age child care and its focus is to support school-age child care programs that offer care to children who are at least five (5) years of age but less than 15 years of age for the following periods of time:

    • Before or after the school day, or both during the school year or summer school if offered
    • When school is not in session excluding summer break
    • When school is in session for students who are enrolled in a full-day or half-day kindergarten program. 

    Funding under this grant must be used to supplement the cost and improve the quality of the program in the following areas:

    • Program Enrichment - This may include the cost of developmentally appropriate activities to promote children's learning and development such as tutoring services, computer training, sports programming, performance arts, math, and science programming. The reimbursable expenses may include instructor fees (other than program staff) and consumable products used for program delivery.
    • Equipment - Funds may be used to purchase developmentally appropriate equipment for children between the ages of 5-15. A single equipment purchase reimbursement may not exceed $499. Grantees must keep an inventory including depreciation schedule on all equipment purchased with Federal or State Funds.
    • Staffing - Funds may be used to pay for school-age program staff salaries not to exceed 90% of the actual staff cost.
    • Staff Development - Funds may be used to provide the required 12 hours of in-service professional development. At least 50% of these training hours must be obtained from an outside source. Professional development must be related to providing services for children ages 5-15 and their families. Travel Expenses claimed cannot exceed $0.38 per mile and no 8 out of state travel will be reimbursed.

    Additional Information

    Applicants will earn award priority for meeting the following criteria:

    • Priority will be given to school-based programs at a school site. Nonprofit applicants qualify for this priority if they operate at a school site.
    • Priority will be given to facilities who serve over 75% of families at or below 190% of the Federal Poverty Level.

    Grant funds may not be used for the following:

    • Direct service delivery including payment of tuition for children enrolled in the program.
    • Care provided during the hours a child attends elementary or secondary school.
    • Care provided on weekends and summer vacation.
    • Care provided between the hours of 7:00 p.m. and 6:00 a.m., Monday through Friday.
    • Care provided for children under the age of five (5).
    • Transportation from the child's school to the care site or from the care site to the child's school.
    • Drug testing, criminal history checks, first aid training, CPR training, or Tuberculosis tests.
    • Any other item deemed not eligible by the State

  • Eligibility Details

    To be eligible to receiving funding under this grant, a school-age child care program must be one of the following:

    • A public school corporation established by Indiana law. The following are recognized as a public school corporation:
      • School city;
      • School town;
      • Consolidated school corporation;
      • Metropolitan school district;
      • Township school corporation;
      • County school corporation;
      • United school corporation; or
      • Community school corporation.
    • A nonprofit organization that meets the following criteria:
      • Exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code; and
      • Provided services to children continuously during the year preceding the date of application for the grant.

    Eligible school-age child care programs must also maintain facility eligibility required by OECOSL under this grant:

    • All program sites must maintain at least 20 square feet of useable indoor play space for each attending child.
    • All programs must maintain a child to staff ratio of 1:15 if children are five (5) years or older and a 1:20 ratio if children are six (6) years or older. 

    Deadline Details

    Applications were to be submitted by October 23, 2019. A similar deadline is anticipated annually.

    Award Details

    Award amounts range from $10,000 up to $40,000 per application. Awarded grants may not exceed 90% of the grantee's total annual program costs. A total of approximately $170,000 in funding is available.
