    The UASI Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The UASI program is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach.

    Activities implemented with UASI funds must support terrorism preparedness by building or enhancing capabilities that relate to the prevention of, protection from, mitigation of, response to or recovery from terrorism in order to be considered eligible. However, many capabilities which support terrorism preparedness simultaneously support preparedness for other hazards. Grantees must demonstrate the dual-use quality for any activities implemented that are not explicitly focused on terrorism preparedness. Urban Areas must use UASI funds to employ regional approaches to overall preparedness and are encouraged to adopt regional response structures whenever appropriate.

    In developing applications for UASI, recipients are encouraged to consider national areas identified for improvement including: (1) Projects that address emerging threats, including cybersecurity; and (2) Projects that enable continuous operation of critical business and government functions – including those essential to human health, safety, and/or economic security.

    In California, funds are administered by the California Governor's Office of Emergency Services (Cal OES). This agency is responsible for managing the financial and reporting aspects of the grant programs in accordance with established federal guidelines and allocating funds to local, regional, and other state government agencies.


    History of Funding

    The FY21 allocations to the State of California were:

    • Anaheim/Santa Ana Area: $5,250,000
    • Bay Area: $37,500,000
    • Los Angeles/Long Beach Area: $68,000,000
    • Riverside Area: $3,900,000
    • Sacramento Area: $3,800,000
    • San Diego Area: $16,900,000

    Additional Information

    UASI allows expenditures on general purpose equipment ONLY if it has a nexus to terrorism preparedness. Examples of such general purpose equipment may include:
    • Law enforcement vehicles;
    • Emergency medical services (EMS) equipment and vehicles;
    • Fire service equipment and vehicles, to include hose, pump accessories, and foam concentrate for specialized chemical, biological, radiological, nuclear, and explosives; and
    • Office equipment for staff engaged in homeland security program activity.

  • Eligibility Details

    Cal OES applies directly to FEMA for UASI Program funds on behalf of State and local agencies. Funding is then competitively awarded to eligible organizations within the UASI areas of Anaheim/Santa Ana Area, the Bay, Los Angeles/Long Beach Area, Riverside, Sacramento, and San Diego.  

    Deadline Details

    Cal OES is to submit an application to FEMA in June 13, 2022. For information regarding local deadlines, contact your county or municipal emergency management coordinator.

    Awards last up to 36 months. Cost sharing/matching is not required.
