    Summary

    The Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute DHS/FEMA's focus on all-hazards emergency preparedness, including the evolving threats and risks associated with climate change. Among the goals noted in the DHS Strategic Plan, the EMPG Program supports the goal to Strengthen Preparedness and Resilience.

    • Organization
    • Equipment
    • Training and Exercises
    • Travel
    • Construction and Renovation
    • Operational Overtime
    • Maintenance and Sustainment

    States and territories are encouraged to identify whether and how each project included in their EMPG Program Work Plan addresses equity-related considerations or the impacts associated with climate change (as applicable). The reporting of this information will allow FEMA to better understand how states and territories are using EMPG Program funding to support equity and climate resilience.



    In Kentucky, the Kentucky Office of Homeland Security (KOHS) is responsible for coordinating state and federal resources to assist local government in response and relief activities in the event of an emergency or disaster.

     

    History of Funding

    The FY22 allocation to the state of Kentucky was $6,305,199.

    The FY21 allocation to the state of Kentucky was $5,525,910.

    Additional Information

    Funds may not be used for: (1) Expenditures for weapons systems and ammunition; (2) Costs to support the hiring of sworn public safety officers for the purposes of fulfilling traditional public safety duties or to supplant traditional public safety positions and responsibilities; or (3) Activities and projects unrelated to the completion and implementation of the EMPG Program

  • Eligibility Details

    KOHS is the only eligible entity eligible to apply to FEMA for EMPG funds.  Funds are then allocated to county emergency management agencies and local municipalities in Kentucky.

    Deadline Details

    Kentucky Office of Homeland Security is to submit an application to FEMA by May 18, 2023. For information regarding local deadlines, contact your county or municipal emergency management coordinator.

    Award Details

    The FY23 allocation to the state of Kentucky is $5,515,786. Grants are awarded directly to the State. Funds are then allocated to emergency management agencies and local jurisdictions. At least 80% of the funds awarded under EMPG must be obligated to local government units within 45 days of the acceptance of the grant award. Awards will last for 36 months. Cost sharing/matching of 50% is required.
