    Summary

    The School-Based Mental Health Services Grant Program provides funding to support the development and sustainability of Comprehensive School Mental Health Systems (CSMHS). A CSMHS provides an array of supports and services that promote positive school climate, social and emotional learning, and mental health and well-being, while reducing the prevalence and severity of mental illness. They are built on a strong foundation of school professionals in strategic partnership with students, caregivers, and community health and mental health partners. A CSMHS assesses and addresses the social and environmental factors that impact mental health, including policies and social norms that shape mental health outcomes. In collaboration with a community mental health provider, grantees provide a continuum of mental health supports that promote the well-being of students and school staff. For more information on CSMHS, refer to Appendix A or Wisconsin's School Mental Health Framework.


    Applicants that have demonstrated needs for additional resources to support comprehensive school mental health will create a plan with evidence-based strategies to address those needs. Those who demonstrate readiness to implement their plan will be prioritized. Readiness includes identifying a stakeholder team and corresponding roles, stakeholder engagement process(es), and plans for future stakeholder engagement. All grantees must have a community mental health partner to collaborate in the planning and implementation of the action plan. Community mental health partners may provide a variety of roles, including, but not limited to: treatment services, consultation, training, or serve on school mental health implementation teams.

    Allowable Activities

    • Hiring staff to support the work of the grant, including Mental Health Navigation and grant coordination.
    • Evidence-based curriculum and programs connected to school mental health.
    • Mental health literacy education for students and adults.
    • Stigma reduction programs.
    • Training for staff in mental health-related programs and initiatives.
    • Contracting with community mental health providers, consultants, organizations, CESAs, and other experts to provide services to support the grant (consultation, training, mentoring, and coaching, data analysis, for example).
    • Guest speakers (limited to $1,000 per day, up to 2 days).
    • In-state conferences with sessions that connect to the goals in the project plan.
    • Training for individuals to become trained in an evidence-based program. Training preferably in-state, but out-of-state training is allowable.
    • Mental/behavioral health screening.
    • Parent training and informational events.
    • Student and Family Assistance Programs.
    • Staff time for the assessment, planning, and implementation of the six components of a CSMHS: continuum of mental health supports, mental health referral pathways, data, sustainability, needs assessment and resource mapping, collaboration.

    Unallowable Activities

    • Activities not connected to the grant action plan.
    • Out-of-state conferences.
    • Programs, curricula, and training that is not related to school mental health.
    • Direct treatment funded by the grant

  • Eligibility Details

    Eligible Applicants are Wisconsin:

    • Public school districts
    • Operators independent/private Charter Schools
    • Consortia made up of these entities
    • Cooperative Educational Service Agencies (CESAs) can be considered a consortium of school boards.
    • Per statute, private schools are not eligible to apply.

    Deadline Details

    Proposals were to be submitted by May 5, 2023. A similar deadline is anticipated, biennially.

    Award Details

    Approximately $3.25 million is available annually. Applicants may request between $10,000 and $75,000 per year. This amount will be awarded on a two-year cycle, the same amount being available each year. There is no funding match required. The grant period will run from July 1, 2023, through June 30, 2025.
