    Summary

    The goal of the Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program is to fund local educational agencies (LEA) to develop and implement programs to prevent human trafficking victimization through the provision of skills-based human trafficking training and education for school staff and students as specified in the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2018.


    The HTYPE Demonstration Program will fund LEAs to establish a cohesive strategy, with the support of a partnered nonprofit or nongovernmental organization (NGO), to build the capacity to provide all aspects of human trafficking prevention education to students and school staff.


    Under the HTYPE Demonstration Program, the following activities are required:

    • Provide human trafficking education that equips educators and other staff to identify and respond to signs that students are at high risk of or are currently experiencing human trafficking;
    • Deliver student human trafficking prevention education that is designed to build student resilience to labor trafficking and sex trafficking by strengthening student knowledge and skills;
    • Train qualified individuals to implement and replicate project activities throughout the school district or identified target area(s); and
    • Establish and implement a Human Trafficking School Safety Protocol (HTSSP).

    Recipients under this grant program may opt to transfer a portion of substantive programmatic work to other organizations through subaward(s).

    Additional Information

    The LEA must work in partnership with a nonprofit or nongovernmental organization (NGO) to provide all aspects of human trafficking prevention education to students and school staff. The LEA will consult with local law enforcement in the development of the HTSSP, specifically to address the safety, security, and well-being of staff and students and to define the proper and effective role of school staff in responding to potential and confirmed cases of human trafficking, including notifying and engaging parents, guardians, or caregivers, as appropriate.


    Survivors of human trafficking should have opportunities to contribute to proposed project activities, including, but not limited to:

    • Identifying community resources and service providers;
    • Developing strategies for project implementation or victim identification;
    • Developing and delivering training;
    • Developing the HTSSP; and
    • Collaborating with law enforcement regarding safety and security considerations.

    Whenever possible, survivors should be compensated based on their professional experience and the prevailing compensation rate available to other service practitioners and providers. LEAs are encouraged to select education curricula that are informed by the lived experience of survivors.


    OTIP recognizes that as a result of the COVID-19 pandemic, in-person contact should be minimized to ensure the safety and health of participants. During this time, prime recipients and if applicable, subrecipient(s) are required to adjust activities. OTIP will exercise maximum flexibilities, as needed. Prime recipients' public-facing project activities must include proposed modifications that are responsive to the CDC COVID-19 recommendations that can be found at https://www.cdc.gov/coronavirus/2019-nCoV/index.html. Modifications must include safeguards to prevent the spread of COVID-19.

  • Eligibility Details

    Eligible applicants for funding are local educational agencies (LEAs). LEAs may apply on their own or as the lead applicant for a consortium of LEAs. LEAs must partner with a nonprofit or nongovernmental organization (NGO) to be eligible. The nonprofit or NGO partner must either be located within the geographic area of the proposed project or have a national scope and experience in implementing similar projects in multiple geographic locations.


    Applications from individuals (including sole proprietorships) and foreign entities are not eligible.

    Deadline Details

    Applications were to be submitted by July 31, 2020. Future deadlines are not yet clear.

    Award Details

    Awards range from $400,000 to $600,000 per budget period. Projects should be no longer than 36-months with three 12-month budget periods. No matching is required for federal funding through this program.
