Summary

The Veterans Treatment Court (VTC) Discretionary Grant Program provides financial and technical assistance to grantees to implement or enhance the operations of veterans treatment courts. These courts effectively integrate evidence- based substance use disorder treatment, mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised court settings that have jurisdiction over veterans in the criminal justice system who have substance use disorders, including those with a history of violence and post-traumatic stress disorder (PTSD) and/or traumatic brain injury (TBI) as a result of their military service. Recognizing the significant public threat of overdose deaths related to drug use, BJA also encourages approaches that seek to prevent overdose and overdose deaths.
Early and accurate identification of veterans in the criminal justice system is critical to its ability to effectively address their needs and connect them with support and resources. Applicants are expected to demonstrate their plan for early identification of eligible veterans for referral to VTCs.

- Category 2: Enhancement Applicants
- Category 3: Statewide Applicants

Eligibility Details

For Category 1 (Planning and Implementation) and Category 2 (Enhancement), the following entities are eligible to apply: - State governments
- City or township governments
- County governments
- Native American tribal governments (Federally recognized)
- Other State, city, township, county, or tribal government acting directly or through agreements with other public or private entities on behalf of a single drug court
For Category 3 (Statewide), the following entities are eligible to apply: - State agencies such as the State Administering Agency, the Administrative Office of the Courts, and the State Substance Abuse Agency
- State criminal justice agencies and other state agencies involved with the provision of substance use and/or mental health services, or related services, to veterans in the criminal justice system
Deadline Details

Applicants are to submit a SF-424 and the SF-LLL to Grants.gov by April 11, 2023, at 8:59 PM ET. Full applications are to be submitted to JustGrants by April 18, 2023, at 8:59 PM EST. A similar deadline is anticipated annually.
Award Details

An estimated $25,100,000 is available in 2023. Four awards for up to $900,000 are available in Category 1. Fourteen awards for up to $950,000 are available in Category 2. Four awards for up to $2,500,000 are available in Category 3. Project period is 4 years, beginning October 1, 2023. Cost sharing/matching is not required.
